A crowd of Vice City locals, like the reactive NPCs Rockstar has described for GTA 6.

Current status

  • Current status: NPC details come from IGN's interview with Rob Nelson, a hands-off preview by creator MikeShowSha, and Rockstar's Dazed interview.
  • Last verified: October 22, 2026.
  • Sources checked: VICE, Insider Gaming (two reports), Dexerto (citing Dazed), GTAVice.net.
  • What is confirmed: Rockstar has repeatedly described a more reactive population. Specific behaviors below are from previews.
  • What is not confirmed yet: how often these behaviors trigger, and whether they can be toned down.

They notice when you watch or follow them

Reported (VICE's summary of IGN's interview):

  • "Listening in on a conversation or trailing someone for too long can lead to a confrontation, an attack, or the person trying to escape."
  • "Ambient dialogue can set off events and give you something new to do."
  • "Characters come in a broader range of heights and body shapes, with animations adapting to their proportions."

Analysis: in GTA 5 you could follow anyone forever. GTA 6 makes stalking an NPC a risk, which matters for heists and side jobs that start from overheard conversations.

Armed civilians and would-be heroes

Reported (Insider Gaming, from MikeShowSha's preview): NPCs "behave differently depending on how visibly armed players are." Some "approach players to try to disarm them, while others will run away or show fear." Insider Gaming links this to an Extended Look scene where an NPC approaches Lucia during a robbery.

Reported (VICE): "Some people carry weapons and can start trouble themselves."

Reported (Dexerto, citing Dazed): carrying a rifle in public makes the world respond.

Analysis: expect robberies to go wrong in new ways: a customer playing hero, or a shop owner with a gun under the counter.

Other NPC details from previews

Reported (Insider Gaming, from MikeShowSha's preview):

  • Out-of-shape cops. A heavier officer chasing Jason on foot ended up "bent over, exhausted, and out of breath."
  • Unscripted crashes. Police car crashes like the ones in the Extended Look were unscripted.
  • Pick up their stuff. After a fight, Jason picked up and wore an NPC's dropped hat and glasses.
  • Local dress. NPCs wear sportswear near gyms and everyday clothes in Jason's neighborhood.
  • Random crimes. Two masked women trapped during a jewelry robbery asked Jason and Lucia for help.

Reported (Dexerto, citing Dazed): Leonida's population includes varied ages, body types, tattoos, piercings and plastic surgery, and Little Cuba residents dress differently from people near Mount Kalaga. For how these systems surprised Rockstar itself, see emergent NPC chaos.

The bottom line

Leonida's people are meant to notice you. Following, eavesdropping and waving a gun all carry more risk than in GTA 5. Several details come from a single hands-off preview, so treat them as likely but unverified.
