How Rockstar Made GTA 6: Milestones, Sam Houser and Rob Nelson

On this page
Current status
- Current status: On-record interviews with Rob Nelson, Aaron Garbut and Phil Hooker in Edge 430 (Edge).
- Last verified: October 29, 2026.
- What is confirmed: the milestone process, studio roles and Houser's involvement, as described below.
- What is not confirmed yet: total team size across all studios. Edge cites about 900 at Rockstar North alone.
Milestones and notes
Confirmed (Edge): teams focus on "discrete areas before stabilising a build and playing it intensively". Specialists review their own work while "a smaller group considers the game holistically". Garbut calls it "constant iteration and regrouping" (Edge).
Confirmed (Edge): early design docs became "out of date quite quickly". Satire also grows from places rather than "a single top-down comic agenda". For an earlier outside account of development, see the Bloomberg making-of report.
Who does what
Confirmed (Edge): "staff at Toronto... have played a leading role in world population and research, while the San Diego team has helped drive the development of ambient and interactive events." Nelson: "It's this massive thing made by thousands of pairs of hands over many, many years, but you still want it eventually to feel like it was made by one set of hands" (Edge).
Confirmed (Edge): Rockstar also set up a Los Angeles-based team for NPCs. See 600,000 NPC animations.
Sam Houser's role
Confirmed (Edge): Nelson "resists the suggestion" that Houser is a "Rick Rubin-like 'taste director'". Houser discusses "the layout of the map with Garbut", develops characters and story, and plays the game regularly with Nelson. "Sam and I will identify problems or issues that we then solve with and across the teams" (Edge).
Rob Nelson's path
Confirmed (Edge): Nelson joined Rockstar in 2003, inspired by GTA 3 ("jaw on the floor"). When Rockstar Toronto said it didn't need another animator, he replied, "I'll do whatever". He and his roommate spent a long weekend building "a late-'70s New York alleyway... inspired by The Warriors", and both were hired. He later became a producer (Edge).
Confirmed (Edge): he calls the external pressure "unprecedented" and says of the finished game: "It's ready." See our not gone gold yet tracker.
Confirmed vs rumored: GTA 6 development
| Claim | Status |
|---|---|
| Six-to-eight-week milestones | Confirmed (Edge) |
| No fixed design bible | Confirmed (Nelson) |
| Houser involved in every aspect | Confirmed (Edge) |
| ~900 staff at Rockstar North | Confirmed (Edge) |
| Officially "gone gold" | Not announced |
The bottom line
Analysis: the picture is of a veteran team iterating through play, not following a fixed plan. That helps explain both the long schedule and the confidence. Garbut: "We're old... We've been doing this a long time."
