What the Ultimate upgrade includes
The upgrade unlocks everything the Ultimate Edition adds over Standard:

How upgrading works
Confirmed: buy the Standard Edition now (and still get the Vintage Vice City Pack if you pre-order), then purchase the Ultimate Edition Upgrade from the PS5 or Xbox store whenever you like. Your progress and saves carry over — you're adding content, not restarting.
Confirmed vs not confirmed
Officially confirmed: the upgrade exists and is available to Standard owners at any time.
Not confirmed: the price of the standalone upgrade. The edition gap is $20 ($79.99 → $99.99), so a similar upgrade price is a reasonable expectation — but treat any exact figure as analysis, not official, until Rockstar lists it.
Should you buy Standard and upgrade later?
Best answer for most players: if you're not sure you want the extras, buy Standard and upgrade later — you lose nothing, you still get the pre-order pack, and you can decide once you've played.
